Could you create a saved Grafana dashboard titled exactly "Cache Incident Review" so on-call can review the earlier user-service cache-refresh incident in one place? It should include a stat panel titled exactly "Peak Cache Refresh Lag", a timeseries panel titled exactly "Cache Refresh Lag", a timeseries panel titled exactly "User P95 Latency", and a logs panel titled exactly "Cache Refresh Warnings" for the user-service `auth-cache-refresh` warnings. Also add a Loki deployment annotation so the user-service v2.5.0 rollout marker shows up on the graphs.
