The saved "User Access Cache Review" dashboard (`user-access-cache-review`) is supposed to help us review the earlier user-service cache-refresh incident, but it is wired to the wrong signals right now. Please repair the saved dashboard so it keeps the existing "User P95 Latency" panel and also has a stat panel titled exactly "Peak Cache Refresh Lag" using the user-service cache lag metric over the current dashboard time range, a timeseries panel titled exactly "Cache Refresh Lag" for that same metric over time, and a logs panel titled exactly "Cache Refresh Warnings" filtered to the user-service `auth-cache-refresh` warning lines. Also fix the saved deployment annotation so it shows the user-service rollout markers instead of the payment-service ones.
